Tightening a Clip

I have a Salz flattop with a loose clip. There is no inner cap. What is the correct way to tighten the clips inside the cap? Thanks.

Is the clip attatched with tangs that penetrate the cap and then are crimped on the inside or is it a Z style clip held in by the inner cap.

FWIW, often times the 3rd tier manufacturers used wooden inner caps on the large flat top pens. The wood shrinks and it falls out. One reason why so many flat tops are missing the z clip.

A z style clip is shaped like the letter z. The clip lies along side the cap. enters the cap through a slot in the side with the other end lying along the inside of the cap & held in place by the inner cap & friction. See my very poor diagram below.
